The weakest position is an arrival into Zurich from a non-EU country on a non-EU airline, which sits outside the Regulation's scope. Enforcement differs too: the Swiss Federal Office of Civil Aviation can act against airlines but does not award compensation, so an unresolved claim ends up before a court or with a claims service.
Tips for claiming
Because the Swiss regulator cannot order a payment, a firm written claim to the airline followed by a court or specialist claim is the realistic route, and Swiss limitation periods for these claims are commonly treated as two years. De-icing and snow clearance are usually accepted as outside the airline's control, but the airline still owes you meals, a hotel if you are stuck overnight, and a seat on the next available service. If your itinerary starts in the EU and only connects in Zurich, treat it as an EU journey: the departure point is what anchors the Regulation.
