
Lisbon Humberto Delgado is Portugal's busiest airport and TAP Air Portugal's hub, feeding Brazil, Africa and North America from a site hemmed in by the city. One runway handles more than 30 million passengers a year, and Terminal 2 is used for low-cost departures with no direct walkway back to Terminal 1. Peak-hour congestion is why Lisbon regularly appears near the top of Europe's punctuality tables, from the wrong end.
Lisbon is an EU airport, so EC 261/2004 covers every departure regardless of the airline's nationality: €250, €400 or €600 per passenger by distance once you arrive three hours late, and a choice between a refund and re-routing when a flight is cancelled. Arrivals into Lisbon from outside the EU are only covered when the operating carrier is an EU airline, which includes TAP. Portugal's enforcement body is ANAC, and the airline must have the chance to answer a written complaint before you escalate.
Missed connections are common in Lisbon: if you lost a connection here, compensation is calculated on the delay reaching your final destination, not on the leg that went wrong. Ask ground staff for the printed delay statement, because it names the flight, the length of the delay and often the cause. If you are sent to Terminal 2 for a rebooked low-cost flight, allow extra time for the shuttle bus between terminals.
