Croatia Airlines is a small state-owned carrier whose year-round business is feeding Zagreb passengers into hubs such as Frankfurt, Munich, Paris and Amsterdam, on top of a summer peak along the Adriatic coast. The fleet is compact, so a single technical problem can ripple through the whole day's schedule, which is one reason delays cluster in the late afternoon and evening.
The airline is licensed in Croatia, an EU member state, so EC 261/2004 governs all its flights out of and into the EU. Most routes are intra-EU and short, meaning €250 below 1,500 km and €400 above it, measured as the great-circle distance between the airports.
With so few aircraft, Croatia Airlines often blames the late arrival of the inbound aircraft, which is not an extraordinary circumstance in itself: you can still claim unless the original cause was genuinely outside its control. Coastal airports also face slot and air traffic control restrictions at the summer peak, so ask for the delay reason in writing at the gate and note the real arrival time, meaning the moment the aircraft doors opened, because that is what the three-hour threshold is measured against.
